Goodbye & Good Luck

    The team said a fond farewell to Director, Mark Gronow, as he moved to pastures new at the beginning of 2018.  Mark has taken up the role of Regional Head of Procurement (South) with NHS Improvement.

    Having joined the PPSA as a Senior Category Manager in 2010 and taking up the role of Director in 2014 he felt it was time to tread pastures new.  We would all like to take this opportunity to wish him Good Luck in his new role.



    Another CIPS Pass for the PPSA

    Well done to Chris Prestt, Category Buyer in the Diagnostic & Theatres team, on passing all his exams leading to him being fully qualified in CIPS.  Chris has juggled both work and studying at college to put in the many hours necessary to achieve his goal.


    Cardiology........ and the Beat Goes On........Over £1.5m Savings

    We have recently completed the annual price reviews for Cardiology.  As a Peninsula working collaboratively we have been able to achieve cash releasing savings of £1.53 million inc VAT (£830,000 for ICDs and Pacemakers and a further £700,000 for Interventional Cardiology).

    We would like to express thanks to all the participating Trusts for their continued collaborative support and effort in achieving these continued successes.


    42 Years Working in the NHS

    Sadly, we have had to say goodbye to Andrew Stilliard, Category Manager, who has retired from the NHS after 42 years working within Procurement, with 17 of those years being in the PPSA.

    Many patients may not know the contribution Andrew made to their care from the multi-million pound savings to the patient benefits realised from successful contracting for areas such as Stoma, Continence, Enteral Feeds and Negative Pressure wound therapy.  His passion to deliver the most cost effective service and contracts to benefit the wider NHS enabled him to work closely with many staff across the Trusts, all of whom will miss him greatly.

    Andrew retired on the 20th July 2017 with plans for his retirement to include spending more time with his grandchildren, sourcing a quality motorhome that meets his specification for touring, gardening and social action work in Torbay. Andrew's Line Manager, Davina Mortimer, Senior Category Manager said: "Andrew has worked as part of the NHS through times of great change and in recent years has been a very important, well liked part of the PPSA team.  We will miss his vast knowledge and his good nature.  We thank him for all his dedication to the NHS and we wish him a well deserved and happy retirement".


    Half a Million Saved on New Pathology Managed Laboratory Service

    In January 2015 the PPSA commenced a joint Pathology Managed Laboratory Service procurement process for Torbay and South Devon NHS Foundation Trust and Northern Devon Healthcare NHS Trust.

    The current Managed Equipment Service contract had been in place since April 2006 and was due for renewal after exhausting all extension options.

    Spend Analysis Contract Expiry

    Spend AnalysisOn 30th September 2016, the Spend Analysis contract with ABS expired. Trusts are facing ever increasing pressures to identify and realise savings and as a result several South West Trusts began to look at the market for spend analysis tools. A number of contributing Trusts had determined that the existing system was no longer fit for purpose and had moved to alternatives. This led to a decision not to renew the contract.

    PPSA Award 5 Year Research Contract for National Benchmarking Group

    The NHS Benchmarking Network is a virtual NHS organisation undertaking NHS funded research and benchmarking work and exists to compare performance and share good practice across the NHS in England, Wales, Scotland and Northern Ireland. The PPSA were engaged by the NHS Benchmarking Network to run an OJEU procurement process in order to identify a commercial partner to work with the Network in undertaking the research and benchmarking that would ultimately deliver the ongoing workplan of the Network. Following an OJEU compliant procurement process, a contract was awarded to Benchmark Management Consultants Limited enabling the Network to deliver more research projects than they currently do but within the same budget.


    Appointment of New Executive Chair

    We are pleased to announce Rodney Muskett, Deputy Director of Finance at Torbay & South Devon NHS Foundation Trust, as the new Executive Chair of the PPSA. Rodney takes on this role at a challenging and exciting time for both the organisation and the procurement function in the NHS and we look forward to working with him as we continue to deliver collaborative procurement efficiencies across the SW. We take this opportunity to thank Sarah Brampton, former Chair, for her support and dedication to the role over the last 6 years.


    Negative Pressure Wound Therapy 9 Month Extension

    Due to market changes and new entrants within the NPWT sector the PPSA has taken the decision to extend the existing Framework Agreement for the next 9 months (expiring 31st December 2016) in order to plan and re-tender the service effectively and provide the right level of competition. During this process we have been able to re-negotiate the existing terms to benefit member Organisations and in some cases provide Free on Loan equipment producing significant savings in the process. We look forward to a new contract that will continue this savings theme and after many years of protracted discussions and lowering contract rates we will be able to offer Free on Loan therapy systems to all Organisations.

    Ostomy Services Contract Extension to 2018

    The initial period of contract for the sponsorship of Ostomy services within the PPSA geography expired on 31st March 2016 and due to successful negotiations with the incumbent contractors we have been able to secure a full 2 year extension period on the existing very favourable terms and conditions. This now means that across the PPSA member Organisations more than  £2.2 million in income is being delivered in Ostomy support each year until the contract is re-let in 2018.


    New Blood Gas Analyser Contract

    GEM5000_008_Head-On_Lite-Off_3We are pleased to report the successful award of the Blood Gas Analyser and Consumables contract for a five year primary period with the option of a further 2 year extension.

    This is a first generation contract, based on 3 Trusts committing to using one supplier. The contract incorporates the individual Trust needs for different results from each test. Meeting the clinical requirements while using the volumes of all the Trusts meant we are able to collaboratively achieve significant savings of £126,782 (ex VAT) per annum.


    Productivity in NHS Hospitals

    Lord Carter of Coles’ review of efficiency in NHS hospitals has been published today. His report sets out how non-specialist acute Trusts can reduce unwarranted variation in productivity and efficiency across every area in the hospital to save the NHS £5billion each year by 2020 / 2021:


    GS1 Demonstration Sites Announced

    Jeremy Hunt has announced that the following 6 Trusts have been selected as demonstration sites for the GS1 core enablers. These Trusts will receive  investment and support of the Department of Health, to allow them to implement GS1 best practice and show-case the benefits of the GS1 strategy to the rest of the NHS:

    It is with great pride that we can tell you that the Pharmacy Category Management team were named as finalists in the NHS South West Leadership Recognition Awards 2015 in the NHS Outstanding Collaborative Leadership of the Year category.

    The PPSA Pharmacy Category Management team was formed in 2002 and is a well established part of the PPSA providing collaborative procurement leadership and expertise to organisations across the South West of England.


    NHS Savings Swap Shop - what's in it for you?

    The PPSA is pleased to support the initiative and objectives of the ‘NHS Savings Swap Shop’. This  forum is for clinical members of staff in conjunction with Procurement teams from different NHS Organisations in the South West and beyond to get together to discuss successes and opportunities with regards to savings and  efficient ways of working.  It’s a good opportunity to meet  likeminded colleagues who are working on the same projects and coming up with exactly the same issues and difficulties.  So from actual experience the members can help each other by passing on tips and also what to avoid.

    At the recent Hospital Caterers Association in Glasgow, Taunton and Somerset NHS Foundation Trust won the prestigious 'Hospital Caterer of the Year' award. The bulk of the Patient Meals included in this award are supplied by apetito under a contract awarded via a PPSA procurement process.Apetito The press release from apetito highlights the work conducted in partnership with Taunton and Somerset to deliver real and practical benefits to the Trust and their patients.     GS1 Demonstration Sites Short-listed

    The following 12 Trusts have been short-listed as potential demonstration sites for the GS1 core enablers and are now in the running to be selected as one of 6 Trusts that will be chosen to show-case the benefits of the GS1 strategy to the rest of the NHS:



    GS1 UK Healthcare Conference 2015

    gs1-uk-logoAs part of the training on offer from GS1 and the DH, the 2 day GS1 UK Healthcare Conference 2015 event for GS1 Leads and their delegates is being held at Holywell Park Conference Centre in Loughborough on 9th and 10th June. This training will assist GS1 Leads and senior managers in getting to grips with and implementing the eProcurement Strategy. It will give you direct exposure to GS1 Leads and programme managers from Trusts who are implementing elements of the GS1 Strategy and therefore is a great opportunity for all acute Trusts to build their knowledge of the strategy and how to get started with it.

    The Beat Goes on ........

    £1,183,861 of CRES savings have been achieved following the successful award of the Pacemaker and ICD Peninsula contract for a 3 year primary period, from 1st April 2015 with an option to extend for a further 1 or 2 years.

    The commitment contract is based on a multi supplier award to encompass all clinical requirements. The primary driver is Peninsula wide volume commitment and a once only approach to market, but also incorporates individual market share discount opportunities, so while there is a unified approach to the market there is still recognition at a local Trust level.


    GS1 and PEPPOL Standards in Healthcare - Training Event

    This event is the first official training event for acute Trust GS1 Leads and their delegates and we are please to confirm that all South West acute Trusts have signed up to attend.

    ESPO Framework Selected for eSourcing Solution

The suppliers on this framework include Asite Solutions, BIP Solutions, Bravo Solution, Due North, EU-Supply, European Dynamics, In-tend & Science Warehouse.


    Arthroscopy Equipment & Associated Products

    arthroscopyThe Arthroscopy Equipment and Associated Products contract has been successfully awarded and is effective from February 1st 2015. It is a 3 year contract with the option to extend for a further 2 years.


    Enteral Feeds Contract Award

    Having been requested to re-tender the Enteral Feeds Hospital and Homecare Service for the whole of Dorset & Somerset, we have now awarded the contract with a start date of 1st April 2015. The new contract has an improved specification and is in place for up to 7 years with achieved savings of around £50,000 annually. Stakeholders were heavily involved in the tender process and along with the relevant CCG all patients will move on to the newly designed offering over the next couple of months.

    Stoma Service News

    The Royal Devon & Exeter NHS Foundation Trust has recently joined the PPSA Stoma Sponsorship Contract and has the biggest surgical team in the Peninsula, so it's great to have them on board. We have been able to deliver a good level of Cash Releasing Efficiency Savings for the Trust as well as covering all the operational costs of the service both in the hospital and the CCG surrounding area. Patients will now be seen by a fully NHS staffed team which was a major objective of the Trust's management, working closely with NEW Devon CCG.

    The PPSA will manage the 3 year contract ensuring all available benefits are delivered for both staff and patients alike.

    Congratulations to Andrew Stilliard from the Clinical Care team, who has recently been awarded the 'Experience Award' by the Royal Devon & Exeter NHS Foundation Trust, in recognition of his 40 years service in the NHS.  All of Andrew's 40 years has been worked within the Procurement function in many different guises and he continues to enjoy making solid contracts and achieving cost reduction on the many contracts under his management.

    NHS Benchmarking Network

    We are pleased to confirm that we have been successful in securing the procurement of consultancy services on behalf of the NHS Benchmarking Network. The Network is an internal NHS organisation that exists to identify and share good practice across the NHS and Social Care sector in England and Wales.


    Arthroscopy Equipment & Consumables

    On behalf of all Acute Member Trusts we have undertaken a tender process for Arthroscopy equipment and all associated consumable related products. The process will result in a multiple supplier contract with additional benefits for individual Trust commitment.


    Review of Orthopaedic Elective Implant Activity

    The PPSA, in collaboration with the Orthopaedic Directorate and the local procurement team at the Royal Devon & Exeter NHS Foundation Trust along with the incumbent supplier, have undertaken a review of the Orthopaedic Elective Implant activity, the objective being to take cost out of budget and to identify and streamline processes.


    Radiology & Endoscopy

    We have recently completed the latest annual review of Radiology and Endoscopy and have identified further savings opportunities which will be investigated and realised over the coming few months.


    eSourcing 1 Year Extension

    From the 1st October 2014 we will be extending the contract for the eSourcing system, TACTICA, for a further 12 months. TACTICA is supplied through Advanced Business Solutions (ABS). The current contract, which commenced in 2009, has attracted a large number of NHS organisations.  As we stand today, there are currently 21 NHS organisations within this contract which includes some CCGs.

    On 29th September 2014, we will be holding pre-procurement demonstrations for the next contract. These will be held at Taunton & Somerset NHS Foundation Trust.  There will be demonstrations by leading suppliers including Bravo, Intend, Due North, EU Supply, Delta and European Dynamics.  This will be a 1 day taster event and is open to the current NHS organisations and also prospective NHS organisations that may wish to join a collaborative consortium.

    We are hoping to have feedback via a scripted worksheet that will be handed out on the day and this will allow us to make a sound judgement on the preferred route to market, in time for September 2015.     Negative Pressure Wound Therapy Agreement

    A new agreement for Cornwall Trusts has delivered substantial reductions across this spend category giving at least £40,000 of cash releasing savings for the county as a whole. This was achieved by all Trusts working together with the PPSA to a common standard of provision. We are now looking to do similar work across other parts of our geography.


    Enteral Feeds Tender

    This new tender, just launched, covers Dorset & Somerset and is expected to provide positive benefits to all included NHS bodies for up to 7 years.  Extensive work will be undertaken by the stakeholder group to redesign the contract specification which will be promoted for use nationally.  The new contract will start in April 2015.

    The Devon & Cornwall contract has been extended to October 2015 with price stability and 3 extra Nurse Advisors included in the extension.


    Spend Analysis Contract Extension

    Spend AnalysisFollowing significant improvements to the Spend Analysis system in terms of performance, stability and quality of reporting, a further 2 year extension has been negotiated by the PPSA on behalf of member Trusts, commencing 1st October 2014. As part of the contract extension ABS will upgrade the solution to the latest version of the underlying technology (Cognos 10), which will support further improvements and in turn allow greater savings to be made.

    Spend Analysis is our powerful spend analytics and reporting system, used across the South West NHS to save money on non-pay expenditure. It is the result of a collaborative project involving most South West NHS Acute Trusts and several other NHS organisations. The project was initiated in 2009 and since then many thousands of pounds have been saved by Trusts using the system. The system is provided by Advanced Business Solutions (ABS) and a 2 year extension was previously negotiated with them in September 2012.


    New Continence Contract

    The newly launched contract covering Dorset, Somerset , Devon & Cornwall has been successfully implemented with most areas making good savings from the wider contract coverage. The PPSA standard 'once only' approach is saving the NHS both time and money in tendering and managing this high impact patient focussed contract which is now supplying to over 36,000 patients in the four counties. Price stability for the next 3 years gives Trusts firm control of their costs in this volatile energy based market.
