Dave Snell is an IT developer based in Plymouth. He is responsible for supporting and enhancing the Spend Analysis system, which is a data warehouse solution containing extensive spend data from many NHS Trusts in the South West, including all PPSA member Trusts.
Dave joined the PPSA in June 2012 and this has been his first role in the NHS. Prior to this, in an IT career of nearly 30 years, his broad experience includes roles such as System Developer, Development Team Leader, Systems Development Manager, Database Administrator and Technical Architect. He has worked for a number of organisations, mostly in the Financial Sector, including the following:
- Western Trust & Savings (Retail Banking)
- Brittany Ferries
- Western Mortgage Services (a subsidiary of Britannia Building Society)
- Exeter Friendly Society
- HM Land Registry
The Spend Analysis system was conceived by the PPSA and its member Trusts in order to share spend data with all NHS Trusts across the South West. The system is provided and hosted by Advanced Business Solutions and it is based on very powerful business intelligence software including Cognos and SQL Server. The system has been live for over 4 years and in 2012 / 13, Dave invested considerable effort enhancing the system and providing training to procurement teams. This has led to a number of Trusts embedding Spend Analysis into their procurement function and making savings by comparing spend across Trusts.
The Spend Analysis System supports the NHS published agenda for improving procurement activity through increasing transparency of spend data and the use of e-enablement tools. Dave hopes in the future to work with the member Trusts to adopt standards such as GS1 coding (standard product coding), in order to fully exploit the use of e-enablement tools in saving money for the NHS.
